The Formation and Transformation of the Cultural Commons

In Japan from the 1980s onwards, the emergence of neo-liberalism turned public services into commodities. This change shook up the concept of “the public,” and exerted a profound influence on the values and systems that form the foundation of society. Its impact was particularly felt in the realm of culture, and as a result, the operation of cultural facilities and services are presently in transition. In terms of the intangible side of culture, too, there is an expansion in the scope of copyright protection and a chilling effect on expression, as seen for example in cases of defamation on the internet. In this context, attention is turning to the concept of the cultural commons as something that re-acknowledges the public and communal nature of culture. The cultural commons is maintained and developed through a process of sharing and re-creation. The framework here is one that assumes a public quality to cultural activity and its outcomes. This research project examines concrete examples of how the cultural commons is generated and transformed. It thereby hopes to contribute to the construction of a new academic discipline that examines the cultural commons.
