Japanese Foreign Policy in the Cold War Era: The Formation of “Peace State” (1952–1972)

The “peace state” is key to Japan’s identity in the diplomacy it pursued after the Asia-Pacific war. This research project explores two key questions: What meanings were inherent in Japan’s self-definition as a “peace state”? And, at the same time, how were Japan’s relations with Asia reflected in this process of constructing a new identity as a “peace state”? Our purpose here is to interrogate the meaning of the “peace state” in Asia’s international diplomacy.

Much existing research on security issues focuses on Japan-US relations. There has, however, been little work analyzing the connection between the creation and maintenance of an international order in Asia on the one hand and Japan’s diplomacy and security policies on the other. Further, while research on Japan’s Asian diplomacy in the cold war period has flourished, owing to the publication in recent years of new historical sources, researchers within Japan have paid too little attention to Japanese diplomacy as seen by other nations in Asia.

This project builds on the present state of research and explores Japan’s relations with Asia in the diverse fields of politics, military/security, economics and culture. Its temporal focus is the period from the peace treaty and independence through to the 1970s when Japan opted once more for the Yoshida policy of US-Japan security, light armament, and the trading nation.
