In 1918, as the Russian Empire fractured and Japanese forces intervened in Siberia, Ukrainian communities in the Far East sought to make their political claims heard across borders. From Vladivostok, they issued a declaration addressed to the peoples of the world in Ukrainian, French, English, and Russian. A copy survived in Japan, alongside telegrams that reveal how Japanese diplomats assessed the Ukrainian movement. Drawing on these materials, this talk asks why Ukraine mattered to Japan in 1918 and how Ukrainians on the Pacific frontier imagined self-determination. Japanese officials tracked Ukrainian organizations in Vladivostok and Manchuria, questioned the authority of their representatives, and considered whether an independent Ukraine linked to Far Eastern settlers might alter the balance of power in Northeast Asia. Meanwhile, the declaration used the language of national rights associated with Woodrow Wilson, but spoke for a dispersed community stretching from Kyiv to the Pacific. By following the declaration and the diplomatic reports between Vladivostok, Harbin, Tokyo, and Paris, the talk places Japan within a little-known history of Ukrainian diplomacy. It also shows how ideas of self-determination changed as they crossed languages, imperial borders, and strategic interests at a crucial moment. |
