The purpose of this study is to examine the colonial bureaucracy in the pre-war Japanese Empire, in terms of the systems, movement and political influence, to which little attention has been given so far. We will consider the subject involved with this study from three perspectives. First, we will examine the institutional basis of the colonial bureaucracy, such as the personnel affairs, the organization and the movement between each colony or the colonies and the metropole. Second, it is essential to find out the influence of the colonial officers on the policy of the colonial rule. Third, as a matter unique in the colonies, we have to pay much attention not only to the Japanese officers, but also to the local Korean or Taiwan officers.
