The Hanshin-Awaji earthquake, the Tokyo Subway Sarin Incident, the Oil leak from the Russian Tanker ""Nakhotka,"" the Hostage Incident at the Japanese Embassy in Peru - these events and incidents have given rise to the increasing interests in ""crisis management"" among the Japanese people. Needless to say, once a critical situation has arisen, it is often already too late or difficult to cope with it. The need for crisis prevention has become recognized among the Japanese. The Japanese have been using terms imported from overseas, such as ""crisis management"" and ""crisis prevention"" (or ""preventive diplomacy""). Yet, in these basic conceptions and the way in which they deal with crises, some disparities appear to exist between the Japanese and non-Japanese, particularly American, specialists. This joint research project intends to answer the following questions: (1) Are there discernible differences over the concept, attitude, and method with regards to crisis management and crisis prevention between the Japanese and non-Japanese? (2) If such disparities exist, what are their reasons and background factors? (3) What is unique to the Japanese in these field? (4) What can the Japanese learn from advanced studies conducted by Western and non-Japanese in the fields of crisis management and crisis prevention? (5) Can the Japanese contribute something to the world academic community in this field?
