The era is gone in which, without hesitation, we used such terms as progress,” development,” and growth” to describe social evolution. Success in the present does not assure a successful future, and any measures we take to counter present problems has the potential to cause worse problems. Laws, which in the laissez faire era were created to function as minimal rules for the nation, at some point changed to function as a means of social engineering. Laws came to be a path for building a better future. However, the future is still hidden in a mist of uncertainty. We face the dilemma that any policy we might create to solve social problems now might itself have damaging effects in the future. We need now to ask what the law should and should not do, and what laws should and should not be. There are no definite answers to these questions, and we cannot expect to come up with more than a variety of new questions. This project attempts to delve further into these issues through interdisciplinary collaborations.
